While we have had many successful campaigns since 2011, the Carnegie Library ballot initiative sticks out to us as one that we are particularly proud of not only because of its victory but also because of its rarity.  The Carnegie Library ballot initiative asked city residents to vote to increase the millage rate thus increasing their property tax in order to create a dedicated revenue stream for the library system.  Ballot initiatives in Pennsylvania are uncommon and therefore provide an unfamiliar terrain for consulting firms.  The Carey Group, however, embraced this challenge by thoroughly researching the state laws that enabled these types of initiatives.  On top of this, the political climate for a tax increase was hostile in the spring of 2011.  Despite this, The Carey Group built a coalition to illustrate how the library is a fabric of the community and ultimately won in every city ward.
